Pexels.com offers a variety of stock photos as well as video, which can be freely downloaded once you create an account. By joining pexels.com as a free member, you have the ability to favorite images and create collections of images to download at a later date.

Reshot.com offers free images for both commercial and non-commercial use. Individual images can be downloaded without joining or sharing, however curated photo packs require a tweet in exchange for the download.
